| The combined use of structural solutions has been observed off the coast of Sendai more extensively than in Rikuzentakata. According to the multi-layered coastal disaster protection system carried out on the coast of Sendai, coastal disaster protection systems are implemented, which are planned gradually starting from the coast and heading inland on land. As to where these high coastal land starting from the shore is positioned toward the walls to be built, the coastal protection forests against coastal hazards behind the walls to be made, the forest area located behind and down from the level where intercity viaducts to be rebuilt with the upgraded highway is located, and all buildings and towers in the aftermath of the tsunami escape peaks making the land in most inland and coastal settlements it is planned to allow the construction of.
